The color comes from the varnish (aka soldermask) applied after etching.
Any PCB factory can do soldermask but sometimes they charge a bit more for fancy colors.
I guess there are some soldermask sprays if you etch yourself ...

I bought some 1oz/0.060" blue and some 2oz/0.060" green/jade from him. 3 sheets blue and 1 sheet green for $22 delivered. The sheets are about 6" x 8".
