Making a circuit board out of existing board?

Hello,
I have a bass preamp in hand. I'd like to copy it. How can I copy that board and make parts layout? Can I make this in Eagle? I have picture of the board with measurements. Can I bring it to Eagle and draw the board on top of that picture and then drop out the picture and make parts layout on that drawn board? Or do I just have to draw it from scratch?

I do it with Inkscape (free software, vector-based). You scan your board, place it in a layer at the correct scale, and draw your own tracks and stuff on other layers...

Pretty easy to get the job done nicely.
