Pull Down Resistors

Hi,
I'm a total newbie, so can someone explain to me what the purpose of pull-down resistors is and when to use them? Also, when do you use a capicitor just upstream of ground?

Pull down resistors stop DC blocking caps from becoming charged and causing pops when they empty into your guitar/signal

Thanks! How do you know when in the circuit you need to do it? Is it pretty much on the +ive side of any cap?

Anywhere where the switching would otherwise leave one side of a cap 'floating'.
