Looks like a ceramic multilayer cap to me. Just a regular old capacitor.
As for the code stamp... googling "capacitor LF30" found this page. Looks like that's a lead formation indicator. And I figure "090U" is the capacitance value but I'm not sure what it means. Maybe 90nF?

I think this type of device is called a Polyfuse or Polyswitch - 'poly' because it can be used over and over - ie, it resets itself, so you don't have to replace them like glass fuses.
I'm not sure how they do this - I think it's to do with a physical/chemical breakdown under stress (ie, too much current).
Some amp and computer manufacturers use them to protect the mains transformers.

What the silk screen component identifier marking for it is (a fuse it is probably marked something like F1).
Position in circuit (being a fuse it is probably right after the power input ).
What it read with a multimeter.
