Up at his site. Looks a lot like a tweaked Rangemaster.

So, I am going to confess that I'm a complete noob...Really enjoying (and being frustrated by my lack of knowledge) reading and learning from all of you. Thank you all so much for your contributions!

I a .1k100 and a .1k63 the same value rated for different voltages? i.e. a 100nF cap at 100V or 63v? If that is correct, is there a reason why the builder chose to use those values in this circuit?

The difference is microscopic. Probably just what he had on hand.
